Why eliminating residual mould spores, not just cleaning visible growth, is the missing step in social housing damp and mould strategies.

Mould is not a cosmetic problem. It is a living biological contaminant that adapts, survives in unexpected environments, and recolonises from microscopic spores left in carpets, soft furnishings, insulation and ductwork long after visible growth has been cleaned away. The sector has spent years managing mould rather than eliminating it, and the recurring call-outs, voids and legal risk that follow are the direct consequence.
Surface cleaning resets the cycle temporarily. It does not break it. Even after a thorough clean, microscopic spores remain suspended in air and embedded in materials, ready to re-establish given sufficient humidity, poor ventilation or inadequate heating. Everyday activity, walking, sitting, cleaning, redistributes settled spores back into the air. Managing condensation, ventilation and heating reduces the conditions in which mould thrives, but these are not the only drivers of recolonisation, and different mould species behave in ways that standard treatment approaches do not always account for.
Stachybotrys and Chaetomium, species typically associated with persistent water damage, are dense, resilient organisms that carry high mycotoxin loads. They do not respond to surface cleaning alone, and they leave a significant residue of microbial matter that continues to pose health risks even after visible growth has been removed.
The health consequences of mould exposure extend beyond respiratory symptoms to inflammatory and immune responses, including in individuals without pre-existing conditions. Prolonged exposure compounds those risks, and growing sector awareness of mycotoxins as a distinct hazard is shifting how the problem needs to be framed.
Diagnosis under pressure
Accurate diagnosis is central to effective intervention, and the two are currently being conflated under Awaab’s Law compliance pressure. The legal timeframe creates situations where providers feel compelled to deploy solutions before the full picture is understood, which risks repeating the pattern of treating symptoms rather than causes.
Where a full structural diagnosis cannot be completed within the legal timeframe, portable air treatment units offer a means of stabilising the indoor environment while assessment is carried out. ArcAirTech’s portable unit has been adopted by a number of social housing providers as a first-response tool, with documented reductions in airborne mould spores of up to 99.9 per cent within 24 hours. In one case, a property with an unresolved water ingress issue showed no mould return for over six months following deployment, compared to weekly recolonisation beforehand, creating a stable environment while diagnosis continued.
For species-level identification, air sampling technology from London-based laboratory Apacor classifies the fungal species present in a property and provides management guidance specific to those findings, giving providers an evidence base to move beyond reactive cleaning.
The investment case
The real cost of unresolved mould is not the first fix. It is the repeat maintenance visits, voids, asset damage and growing legal exposure that accumulate when the root cause is not addressed. The upfront investment in a spore-reduction approach may feel like an additional expense, but the comparison needs to be made against the true ongoing cost of inaction, not against a single visit.
From a Healthy Homes Hub perspective, short-term fixes that avoid root cause investment do not reduce costs, they defer and multiply them. The same evidential scrutiny that providers rightly apply to new solutions should be applied to legacy ones. Familiarity is not validation, and sector practice that has been in place for years without before-and-after measurement should not be assumed to be effective.
Fuel poverty and co-design
Fuel poverty is a structural constraint on what interventions are viable. Many households cannot afford to adequately heat or ventilate their homes, and solutions that depend on high energy consumption are not realistic in those circumstances. A standard dehumidifier or ventilation system with heating elements can run at 300 to 400 watts. For a household already under financial pressure, the running cost of a high-consumption device is not a minor consideration. Designing interventions around behaviour that tenants cannot sustain financially is a failure of co-design, not a tenant failing.
Energy efficiency is therefore a relevant procurement criterion, not an optional one. Some providers are already compensating tenants for the electricity costs of installed technology through grocery vouchers or bill credits, reframing the intervention as a shared responsibility. Structured engagement, checking in with residents on how interventions are affecting daily life, produces better outcomes and builds the trust that sustainable mould management depends on.
What housing staff need to understand
Damp and mould is not solely a surveying or repairs issue. It requires a consistent baseline of understanding across frontline teams. Staff who visit properties, whether in a repairs, tenancy management or income role, are often the first to observe indicators of poor indoor air quality or deteriorating conditions. Without a working understanding of how mould behaves and what visible growth does and does not tell you, those observations are less likely to translate into meaningful action.
Residents are a critical part of the solution, not a source of the problem. The sector has historically framed mould as a consequence of tenant behaviour, and that framing has damaged trust and delayed resolution. Residents who feel listened to and who see genuine improvement in their homes are more willing to engage with providers on maintenance and prevention. Moving away from a blame framework is not just better practice; it is what the regulatory environment increasingly demands.
Practical steps for housing providers
Review current damp and mould response strategies for reliance on visual inspection alone; surveying teams should understand airborne spore load as a distinct risk factor, separate from visible growth.
Develop a first-response protocol for Awaab’s Law compliance that includes a means of stabilising the indoor environment while structural diagnosis is completed.
Introduce species-level diagnostic capability; air sampling tools that classify fungal species allow for more targeted interventions and reduce the risk of misdiagnosis.
Evaluate the energy consumption of all interventions before procurement; for households in fuel poverty, solutions that materially increase energy bills are not sustainable.
Apply the same evidential scrutiny to legacy solutions as to new ones; familiarity is not validation, and before-and-after data should be sought for all approaches, not only those that are novel.
Build a baseline level of mould awareness across frontline teams, not only within surveying or repairs; staff who visit properties regularly are well placed to identify early indicators if they know what to look for.
Move tenant engagement away from a blame framework; structured check-ins on how interventions are affecting day-to-day living support better outcomes and build trust.
