Our recent masterclass, presented by experts Hamish McMichael and Ben Wigley from Ambue, focused on the intersection of the Building Safety Act 2022 and the updated PAS 2035 standards. Understanding the Building Safety Act 2022

Ben Wigley highlighted the critical changes introduced by the Building Safety Act, describing it as the most significant regulatory overhaul in construction in decades. Key points included:

  • Mandatory roles such as Building Regulations Principal Designer (BRPD).

  • Rigorous approval processes, especially for high-risk buildings (HRBs), such as multi-unit residential buildings and care facilities.

  • Continuous monitoring and compliance checks throughout the project lifecycle.

Key Responsibilities Under the New Regulations

The masterclass detailed the expanded duties of key roles:

  • Building Regulations Principal Designer (BRPD): Responsible for ensuring designs comply fully with building regulations, managing design compliance from project inception through to completion.

  • Principal Contractor: Required to demonstrate and ensure compliance during the construction phase.

  • Clients: Have clear statutory duties, including ensuring sufficient resources and competence within project teams.

Integrating PAS 2035 and Building Safety Compliance

Hamish McMichael explained the revised PAS 2035 standards, emphasising the increased responsibilities placed on Retrofit Designers and Coordinators, particularly:

  • The necessity for chartered design professionals in retrofit projects involving three or more measures.

  • Detailed compliance checks, integrating technical, environmental, and safety considerations.

  • The importance of detailed documentation and verification at each project stage.

A Practical Workflow for Compliance

Ambue shared their comprehensive workflow integrating the RIBA Plan of Work stages with PAS 2035 and Building Safety Act requirements, detailing activities such as:

  • Early-stage client briefings and competency checks.

  • Extensive design reviews and regulatory alignment during the technical design stage.

  • Gateway review processes ensuring regulatory compliance prior to construction.

  • Comprehensive monitoring during installation, with rigorous documentation and verification procedures.

Real-Life Application and Lessons Learned

The presenters underscored practical challenges, illustrating the importance of robust oversight with examples, such as ensuring accurate and current product certifications to avoid non-compliance. They also discussed how cultural changes within project teams toward transparency, accountability, and detailed documentation are crucial for successful outcomes.
