Paul Norman, Director of Strategic Asset Management at Clarion Housing Group, opened with characteristic directness: "Some of it is my fault, some of it other people’s fault, blame the government for some of it." That honesty set the tone for a session focused less on showcasing success and more on what it actually looks like to build a 30-year asset strategy at scale. Clarion manages around 125,000 homes. What Paul described was a strategy built not around compliance targets or grant cycles, but around long-term financial resilience, with decarbonisation as a by-product of good asset management rather than an end in itself.
