New CEO announced as HousingAI prepares for official launch

16/04/2026

HousingAI, a new AI knowledge platform built specifically for the social housing sector in England, has appointed Phil Shelton as Chief Executive ahead of its official launch in Spring 2026.

Phil Shelton brings more than two decades of experience in housing technology, having built and led software businesses focused on improving operational performance, compliance and decision-making within housing organisations. His appointment marks a significant step as HousingAI moves towards launch and begins to scale.

Phil Shelton said: “Having spent 20 years working on technology in housing, I can see the huge potential for HousingAI to fundamentally change how professionals make decisions day-to-day. It brings clarity in the moments that matter and helps ensure the right decisions are made consistently.

“The sector doesn’t have a shortage of policy or intent. The challenge is making sure the right knowledge reaches the right person at the point a decision is being made. That’s where most of the risk, cost and inconsistency sits today, and it’s exactly the problem HousingAI is designed to solve, which is why I’m thrilled to be joining the team.”

Phil Shelton’s appointment comes at a time when housing providers are under increasing regulatory pressure to evidence not just policy, but consistent delivery on the ground.

Developed with Healthy Homes Hub, HousingAI has been designed to address this challenge, helping organisations connect regulation, guidance and operational decision-making in real time.

Jenny Danson, Chief Executive of Healthy Homes Hub commented:

“Phil brings a rare combination of deep sector understanding and technical leadership. As the regulatory landscape continues to evolve, the ability to evidence decisions and demonstrate consistency has never been more important.

“With Phil at the helm, and his focus on knowledge, governance and operational clarity, we’re excited to see much more of the sector benefit from HousingAI.”

HousingAI enables housing providers to access regulatory guidance, policy interpretation and operational insight at the point of decision, supporting frontline teams, managers and compliance leads to act with greater confidence and consistency. Constantly updated with the latest housing guidance, legislation and regulations, it will help ensure housing providers are operating correctly and efficiently.

Over the past 12 months, Healthy Homes Hub has worked with a number of leading housing providers, including Clarion, Aster, Hyde Group and Anchor, to shape the design and functionality of the platform. And because it has been built for the sector by the sector, the knowledge it produces and shares is directly relevant and helps users save both time and money.

HousingAI is now established as an independent platform, with Anthony Collins acting as strategic legal partner and the system powered by AWS cloud infrastructure.

Jenny Danson added:
“Housing provision in the UK is complex, and we saw a clear opportunity to use AI to make compliance, regulatory and policy knowledge more accessible in practice. The aim is simple - give people back time to focus on what matters most - residents.

“Having developed the platform alongside frontline professionals, it’s exciting to see HousingAI launch as a standalone product and begin its rollout across the sector.”
