Why RdSAP 10 Is Important For Social Housing

Understanding the significance of RdSAP 10 is important for housing providers, asset managers and energy assessors to allow them to meet regulatory requirements, improve stock performance and assist residents in the transition to a low-carbon future.


What is RdSAP 10?

It stands for – Reduced Data Standard Assessment Procedure – and is the government’s approved methodology for assessing and rating the energy performance of buildings and homes in the UK.

Version 10 available from this month, is the latest update and is the latest evolution in how energy performance is measured and reported. It forms the backbone of Energy Performance Certificates (EPCs) for existing homes so is intrinsic to the compliance of a range of regulatory and funding instruments.


Why version 10?

It is part of the UK government’s broader commitment to decarbonisation, fuel poverty reduction, and the improvement of housing quality. This version responds to technological advances, policy shifts, and the ongoing need for more accurate data to be used in the assessment process. It refines calculations and data inputs with the hope that it will provide robust evidence for decision-making at both property and portfolio levels.

Some of the key features:

  • Improved accuracy - RdSAP 10 incorporates updated algorithms, new data fields, and improved default values which should result in more precise EPC ratings. The intention is that energy performance assessments will better reflect the actual characteristics of each home, reducing the risk of over- or underestimating efficiency

  • Accounting for modern technologies - The update recognises the increasing presence of technologies such as heat pumps, solar PV, and battery storage in UK homes. It will allow for these to be recorded and accurately modelled

  • Alignment with net zero goals - RdSAP 10 will support the net zero transition by providing more credible and consistent data, allowing landlords to prioritise interventions and track progress effectively

  • Supporting compliance and funding requirements - Many funding streams and regulatory requirements (e.g., Social Housing Decarbonisation Fund, Minimum Energy Efficiency Standards) rely on EPC ratings. RdSAP 10 will ensure that these ratings are based on the most current and reliable methodology, reducing compliance risks and supporting funding applications


The role of RdSAP 10 in asset management

For social landlords, RdSAP 10 is not just a compliance tool—it is a strategic asset management resource. By providing detailed insights into the energy performance of each dwelling, it helps landlords to:

  • Target investment - into homes and measures that will deliver the greatest improvements in energy efficiency and resident living standards

  • Plan retrofit programmes - on robust evidence of projected savings and carbon reductions

  • Engage residents - with more accurate and meaningful data about their homes’ energy use


What are the implications for housing providers?

Adopting RdSAP 10 has several practical implications:

  • Training and upskilling – assessors and asset managers will need to understand the changes in data collection, input and interpretation, with further training likely needed to ensure assessments are accurate and consistent

  • Data management – landlords will need to ensure robust processes for the collection, storing, implementation and updating of property data

  • Resident communication – clear and accurate EPCs can help residents understand better their home’s energy performance and identify potential efficiency measures


What needs to be considered

When transitioning to RdSAP 10 consideration needs to be given to:

  • Legacy data – how best to align existing EPC’s and stock data with the new methodology including where needed re-assessments

  • Resource implications – planning for additional assessments or data collection and the accompanying implications for budgets and timelines

  • Stakeholder engagement – it will be important to communicate both the reasons for change and the accompanying benefits

RdSAP 10 does represents a significant step forward in the sector’s journey towards better homes and a lower-carbon future. By providing a more accurate, flexible, and future-proof assessment framework, it should support housing providers in meeting regulatory requirements, securing funding, and—most importantly—delivering warmer, healthier, and more affordable homes for residents.
